ROM in Singapore: How to Register Your Marriage

Before the banquet, the gown and the yam seng, there’s one thing that actually makes you married: solemnisation through the Registry of Marriages (ROM). The process is simpler than most couples expect — but it has hard deadlines, so it belongs at the top of your checklist.

The one rule to remember: 21 days

You must file a Notice of Marriage at least 21 days before your solemnisation date. Filing is done online through the Our Marriage Journey portal at marriage.gov.sg using Singpass. Don’t leave it late — popular dates (and popular solemnisers) book out well ahead.

The process, step by step

• Pick your date and venue. You can solemnise at the ROM building itself, or anywhere else — a restaurant, your banquet venue, a garden, even your living room — with a licensed solemniser.
• File the Notice of Marriage online and pay the fee.
• Complete the verification and statutory declaration. Both of you confirm your documents and declare you’re legally free to marry.
• Confirm your solemniser. If you’re solemnising outside ROM, invite a licensed solemniser and upload their consent. A small appreciation gift (commonly S$80–S$200) is customary.
• Line up two witnesses aged 21 and above, with valid ID, physically present at the ceremony.
• Solemnise. The ceremony itself typically takes 15–30 minutes: vows, declarations, and signing the marriage certificate.

Documents to have ready

• NRIC (citizens/PRs) or passport (foreigners).
• If previously married: divorce or annulment documents, or a former spouse’s death certificate.
• Deed poll if you’ve changed your name.
• Parental consent if either of you is 18–20 years old.

ROM first, banquet later?

Plenty of Singapore couples split the two: a small ROM solemnisation first (often at an intimate venue with immediate family), then the customary wedding and banquet months or even a year later. There’s no rule against it — just decide early, because it changes your whole planning timeline, from the gown to the guest list.
